The Employer of Record (EOR), which is the consumer or designee, is responsible for recruiting, hiring, training, supervising and terminating caregivers, and must arrange for back-up coverage when necessary, arrange and coordinate other services; and approve Attendant's timecard and keep payroll records.  All time must be submitted and approved online by the EOR on the designated insurance payroll provider portal website.  The EOR's main task is to make sure the Attendant or Attendants' get paid.
